This essay will be peer assessed by other IB students as well as by your teacher.
There were two slightly different ways we answered this question.
Team 1. Did the policy reduce natural increase enough? Would the reduction in natural increase have happened any way.
Team 2. Looked at the question on a different way from the assumption that any population control policy intends to achieve the best Natural Increase for the environmental, socio-political, and economic benefit of the country.
